Safeguarding the Rights and Dignity of TCM Massage Therapists
按摩（中医）治疗师协会（英文：Massage (TCM) Therapist Association）由一群扎根德克萨斯州的中医按摩治疗师共同创立，于2026年4月正式成立，依据德州非营利公司法（Texas Non-Profit Corporation Act）注册，并申请美国国内税收法典第501(c)(6)条免税地位。
The Massage (TCM) Therapist Association was co-founded by a dedicated group of TCM massage practitioners rooted in Texas. Formally established in April 2026, the association is incorporated under the Texas Non-Profit Corporation Act and operates as a tax-exempt organization under Section 501(c)(6) of the Internal Revenue Code.
我们的核心宗旨是：传承和发扬中医按摩技术、维护中医按摩治疗师权益、提升中医按摩行业形象。
Our core missions are: to inherit and promote Traditional Chinese Medicine (TCM) massage techniques, to safeguard the rights of TCM massage therapists, and to enhance the professional image of the TCM massage industry.
我们相信，每一位通过国家考试、持证上岗的按摩治疗师，都是合格的医疗健康专业人士，值得受到法律的保护与社会的尊重。
We firmly believe that every massage therapist who has passed national examinations and holds a valid license is a qualified healthcare professional, deserving of both the protection of the law and the respect of society.

通过对社会公众有益的方式，实现按摩师群体的成长与受益，推动行业自律，降低监管成本，让中医按摩进入美国主流医疗体系。To empower the massage therapist community through initiatives that benefit the public interest; to promote industry self-regulation and reduce regulatory costs, while integrating Traditional Chinese Medicine (TCM) massage into the mainstream U.S. healthcare system.
第一阶段：紧急维权期（当前，0–2年）
Phase I: Legal Support & Regulatory Advocacy (Current, 0–2 Years)
针对TDLR不公正执法提供法律援助，推动德州议会立法改革，保护受影响按摩师的合法权益。
Providing legal assistance to ensure due process in TDLR enforcement; advocating for legislative improvements in the Texas Legislature to protect the lawful professional rights of massage therapists.
第二阶段：制度改革期（2–5年）
Phase II: Standard Setting & Institutional Strengthening (2–5 Years)
建立行业自律标准，推动中医按摩技术标准化，与政府建立建设性合作关系，重塑行业形象。
To establish industry self-regulation standards and standardize TCM massage techniques; to foster constructive partnerships with government agencies and reshape the professional image of the industry.
第三阶段：行业振兴期（5年以上）
Phase III: Industry Revitalization & Integration (5+ Years)
推动中医按摩进入保险体系和主流医疗，建立跨州执照互认机制，打造终身职业生涯。
To integrate TCM massage into insurance reimbursement networks and mainstream healthcare systems; to establish multi-state license reciprocity and build a foundation for lifelong professional careers.

由于联邦州按摩治疗委员会协会（FSMTB）与德州执照与监管部门（TDLR）以学校违规为由，
对上千名已持证或即将持证的按摩治疗师采取一刀切政策，严重侵犯其正当程序权利和财产权益。
本协会正在积极采取法律行动，维护每一位受影响从业者的合法权利。
Due to the "blanket policies" implemented by the Federation of State Massage Therapy Boards (FSMTB) and the Texas Department of Licensing and Regulation (TDLR)
—which have affected thousands of licensed or prospective massage therapists
based on alleged school non-compliance
—the Massage (TCM) Therapist Association is taking active legal measures. We believe these actions significantly infringe upon the due process rights and property interests of practitioners.

On April 12, 2026, the Massage (TCM) Therapist Association successfully held its inaugural General Membership Meeting. The association's bylaws were formally adopted, and the first Board of Directors was elected. This marks a historic milestone for the Chinese massage therapist community.

On behalf of affected members, the Association has formally submitted objection letters and administrative hearing requests to the Texas Department of Licensing and Regulation (TDLR). We demand an end to "blanket enforcement" and insist on individualized case reviews for every practitioner.
